Help, can’t refund 2 customers

Of all the times for my accounts to glitch, it happens when I have 2 returns - very rare for me!

Last week I tried to refund $45. The EBay Refund stream said it couldn’t process and go to the PayPal transaction. That PP effort also got an error, and said try later.

Called EBay. CS Said there were site issues, try later. Called PayPal, CS said they couldn’t see anything wrong.

NOTE : I only have debit cards as payment methods at both companies, from accounts at 2 different banks.

Thinking something was wrong with having just debit cards for funding (even though no issues before), I tried to add BOTH actual bank accounts as funding sources to BOTH EBay and Paypal.

Nope, various error messages.

So THEN I tried using the PayPal app to just deposit a check into the account, thinking I’d build a balance and refund that way. Nope, error message.

Ultimately, a friend sent me money (I was getting EBay overdue messages by then, saying customer could escalate), and I refunded from the new PayPal balance.

One week later, the second dress has now arrived and all the same errors are happening! This time, I called both banks - no record at EITHER that PayPal or EBay attempted debits that were rejected. NO BLOCKS that would stop me from adding either account to either company as a direct funding source.

BUT GET THIS!!!! I can SHOP on EBay or anywhere else online, no problem. AND EBay paid itself $85 in selling fees!

AND how is THIS for weird?!?!?! I can’t buy an $8 pie at the grocery store with my PayPal card.

Can anyone help? I’m exhausted and completely out of ideas.

I understand both eBay and PayPal is blocking you from issuing the refund from the transaction details on both sites. I think on PayPal you can send the users money directly. Through the send option I had a issue like this a few years ago sending a buyer a partial refund for the difference in shipping cost on a multiple purchase. PayPal's rep walked me through using the send option as I I was sending money to a friend but it was my buyer. You should Call PayPal and look into this be sure to document how you issues the refund through eBay messages.

Hi @this*old*attic, we are currently investigating issues with issuing less than full refunds. The workaround steps you have taken are what we would have recommended, and is something we can identify on our end if needed. The process of paying for items and the method in which seller fees are paid aren't impacted, only refunds where the seller is retaining a portion of the payment. I apologize for the hassle and assure you we are working to get this resolved as soon as possible.

That applies to the one last week. Seller was honest that item didn’t fit; I charged shipping separately and only refunded item price.

Not on the 2nd item though, that was shipping included/“free” so it was a full refund. Same exact issues.

Plus, don’t forget - neither EBay or PayPal will let me add my actual bank accounts. I tried to get around any possible mystery debit card issues with this mess and couldn’t add either bank account at either company.

Still can’t.

Hi @this*old*attic, we are currently investigating and will get a fix in place as soon as possible for the refund issue. I only see one open return for you at this time, and the partial refund issue seems like it would apply for that situation. The only other recent return looks like it was refunded in full successfully.

For the topic of adding a bank account, I see that you successfully added a bank account as an automatic payment method recently. There is no process of designating a payment method for refunds on eBay when the transaction was processed through PayPal, so you would need to discuss any problems on the PayPal site with them directly. I won't be able to help further with any PayPal related issues, as troubleshooting for their site would need to be performed by their Customer Service teams.

Thank you. If the earlier refund shows as still open, does that mean EBay thinks I haven’t done so?

Its concerning because before I figured out a round about solution, I was getting warning messages that customer was eligible to escalate the claim.

Hi @this*old*attic, the earlier return on our end shows as closed, with a successful refund. The more recent one does show that the refund was issued minus the deductions you made, so no further action would be needed and the request would eventually close on it's own. There have been some technical issues on PayPal's side recently that we are working with them to resolve, which could potentially have impacted your experience with these two transactions. If you have refunded/responded appropriately, I recommend you disregard any further notices to take action as we investigate for a fix.
