Went in to edit handling time on all my listings as will be away for several days.
53 won't update because they need a condition. Three choices, blank, new with box, new without box. When I choose blank, they won't update. States "Condition is required". Tried to do individually.
If I can't update handling time, then I will be forced to delete items so they don't sell.
@Anonymous can you get this corrected?

Well, since the act is called xxxx & Cosmetics......it does regulate the requirements for sale of new cosmetics......BUT I, too, can find nothing about resale of used cosmetics (or perfumes) in the act...and quite a number of legitimate on line entities openly allow the resale of such....which I wouldn't think they would do if it were illegal....
The act does treat perfumes as cosmetics, but again doesn't (?) seem to forbid resale of used items of either........ At some point way back when, ebay apparently chose NOT to allow used cosmetics to be sold on Ebay, but did allow used perfumes to be sold..............treating one as ebay "illegal", but not the other. Now it seems Trinton is arguing because the FDA treats perfumes as cosmetics, the "used" items of both should (are?) be banned, when in fact neither are banned by the FDA.

Please respond too @mainpawn request. I too am interested in this information. I can't imagine that numerous other e-commerce sites are in violation of FDA regulations. If this is a new ebay policy, then ebay should make an announcement and bring their pages into alignment. Haphazard implementation of new policies causes confusion and undermines trust. The current policy page shows used perfume as restricted. The Item Condition Table shows new & used. The Item Condition By Category search shows new, open box, used, and for parts or not working. I also understand from another thread that sometime between 8/20/19 and 8/25/19 a Pre-owned condition was added to the drop-down choices. That condition choice was not available when I was forced to delete 52 listings on 8/20/19 because I couldn't change the handling time individually or in bulk.

That is incorrect. Based off this site’s own policies that is not true. Not to mention, the listing tools have been updated since my post here to allow for the sales of “pre-owned” perfumes.
The perfumes you you may be referring to could be those which use an applicator wand that touches skin. Those are not permitted for sale if pre/owned, however there is no rule barring the sales of alcohol based perfume which are sealed in bottles and use spray application.
