I have tried to open an appeal because I did not receive my item even though UPS said it was delivered. So the tracking number the seller provided shows delivered. I have filed a request with UPS to open a claim. When I click file an appeal with Ebay it will not let me attach the image showing I did not receive the item and I have filed a claim with ups. it shows to attach image but when I click on it nothing happens therefor not allowing me to click the file button for appeal, I have tried also calling eBay but all I get is a recording. Please help.

Will UPS provide the address location the package was delivered to?
If this a False tracking number scam it's a lot of work trying to get your refund. Seller's will use a false tracking number or ship something cheap to a nearby address, eBay sees the package was delivered and Buyers cannot win an Item not received claim.
You can try a charge back on your credit card if you used one to purchase but getting the exact location of where the package was delivered is important.

Ups just gave me a claim number when I filed to open a claim. They did not tell me where it was delivered to. I had to do it online. It is for a pair of shoes for $455.60

Have you tried using a different browser to file the claim with eBay?
I know it sounds dumb, but sometimes turning your device off and back on fixes weird issues too.
If that doesn't work, try a different device if you have one.

Can we assume this seller had feedback and sold a number of items to buyers before?
Personally, I would go to a UPS store with the tracking number and ask a clerk what to do. Who the package got mailed to.
There must be a UPS store by you somewhere. It quite a bit of money and worth it to find a store and talk to a clerk. Online and calling doesn't always work as good.
