Fees Was told they were diminished but it does not appear on my selling

Was told that two charges for shipping would be taken off. Also I question that I ever promoted a piece I sold.

Yet all the charges remain on my selling recap. Is this a technical issue?

Taken off for what reason under what circumstances?

In some cases reports will not show refunds even if you actually have been refunded (especially some of the summary sales reports).
