Too late to edit my ^^first answer^^.
See? Someone else outbid that bidder, and showed exactly what they had bid each time, back on Oct 22, 2019:

That bid history is doesn't seem fake or impossible. Looks to me like the bidder with 1008 feedback just placed a whole lot of bids.

how could a bidder a whole bunch of bids at the same price for the same item? The software doesn’t let you do that ?!

Yes, it does. Each bid has to be at least 1 cent higher, but unless there are intervening bids from someone else, they all show at the same price. The bid price doesn't go up unless someone else bids against you.

If there are no competing bids, all bids appear to be at the starting price, as eBay does not reveal actual high bids until they are matched or outbid by another bidder.
For whatever reason, that bidder decided to bid increasing amounts.

No it doesn’t let you build the same price multiple times. But you’re warm.
Tested on an item starting at 0.01 with 0 bids.
After bidding .01, I had to bid at least .06, but then I could bid 7,8,9,10,11 ... cents. So up to .35 would be up to 31 bids.
Still, those bids cannot be shown truthfully as all being at .35!
So the bidding shown is still impossible.
UPDATE: Whoops I see your later answer now. Makes sense, or at least explains things. Marked as solution.

They didn't place multiple bids for the same amount.
You can't outbid yourself, so if you are the high bidder and if you place multiple bids, the high bid showing won't increase. It will show each bid with the exact time that you placed the bid, but it won't show the full amount of the bid. The bidder whose bids showed as so may bids all at 35 cents had actually placed bids for increasing amounts. But since he was high bidder, the bids were all shown as only one bid increment above the next-highest bidder.
