Error when trying to start store subscription

BRIGHT RED BANNER "Sorry, something went wrong. Please try again later", after trying to submit multiple times.

I had a store, closed that store over a month ago. For two days now I have been trying to reopen a new store with the starter subscription. I contacted CS yesterday, told me to use a different browser. I have cleared c&c, gone incognito, switched devices, and tried on different days. The name is available,  pretty time-consuming when it should be pretty simple and straightforward, never had issues in the past, account billing current, not seeing pop-ups blocked. I can relist ended items, so that isn't an issue. Any suggestions?
