If the seller hasn't blocked you, that message could also be generated if you've had more than 2 unpaid items in a year. 🤔

I don't know how things work here in terms of "necro-replying", but this was the ONLY result when I searched for that error number. I have the same problem, except not with bids, but with a BIN, after I added the item to my cart, I tried to go to checkout, and noticed that the total price of the checkout did not match the price I had previously calculated, and then it turned out it was excluding one item while giving me this message. I messaged the seller, but he never responded.

That message clearly explains what the problem is. To solve it, first you need to stop buying items and not paying for them. This may mean that you have to stop trying to buy items that can't be shipped to your country.
The non-payment strikes stay on your record for a year. Once you have fewer than 2 non-payment strikes on your account, you won't get this block again.

Regarding the message shown in the Original Post, if this was a country-to-country issue, I would think it could be worded more clearly. (I notice that the OP is registered in Poland, and the second of their two screenshots showed an item in Greece.)
As for the "Problem with bid" popup that @viva-6193 showed, with the same heading but which includes an Appeal link, I wonder what happens if the blocked buyer clicks that Appeal link instead of simply closing out the popup via the OK button. Does the "appeal" go to eBay (presumably an AI bot these days) or does it go to the seller?
Over the years I will occasionally get an message from a blocked buyer (either someone on my Blocked Buyer List or someone blocked by my Buyer Management settings), but I have never had eBay override my settings for some particular buyer, so hopefully that appeal would go to the seller and not invite more eBay interference.
