There are so many Technical Issues with the eBay website, that on any given day each new glitch becomes less surprising.
As I have a Technical Background I'm going to take a guess at what caused this. I think there are many eBay Sellers doing the same thing you were doing (trying to end GTC Listings to avoid relisting fees). This resulted in your request not being processed due to a set limit that the system could handle. Eventually you were able to cancel the listings, when the traffic flow decreased.
I would still contact Customer Support to report this, as it may impact many Sellers in the future.
