Ebay is reversing transactions that hit my bank during checkout. I'm a buyer!

Been ebaying for 15+ yrs.  Attempted to make a purchase today using two different credit cards as well as my paypal account.  Both credit card banks are saying ebay is reversing the transaction, that all the transaction details are correct.  Ebay doesn't give me any details why my checkout isn't going through.  They just bump me back to choose a new payment method.  I even tried Google Pay.

Are these bouncing payments for the same item, or the same seller?

 

Another buyer reported the same thing happening within the last couple of weeks. After a lot of back and forth, it turned out that the seller was not registered for Managed Payments (eBay's new payment processor) and that was why the payments were bouncing. The buyer eventually admitted that the seller had been trying to get him to pay off-eBay right from the start. That would be against eBay policy, and quite likely a scam.

 

I'm not aware of anything else that can cause payments to bounce like this, other than the seller has not registered for Managed Payments. In that case, the seller was in Europe. I'm not sure if this would happen with a USA-based seller. Some sellers in the USA have reported that eBay will accept the payment, but they have to register in order to get the payout.

 

If the seller doesn't fix their account by registering for managed payments, then you will need to find another seller.

Note:  My first attempt was last week through my VPN, which inadvertently makes me look like my IP connection is coming from another country.  Today however, I made sure to turn off my VPN.  And today is a separate purchase, unrelated to the first one last week.

 

Another note:  My billing address is still in California, yet I've moved to another state.  It shouldn't matter, but do you think ebay has a problem with this?  Maybe they think it's weird why someone would choose not to update every account in their life with their current physical address.  In this day and age, with people getting stalked and scammed, I can only think it's weird not to.

 

Maybe ebay thinks the shipping address, if it's different from the billing address, that the recipent's name should be different from the buyer's name (eg to show it's a gift)?  I'm trying to read ebay's mind because they aren't telling us anything.

 

Maybe ebay won't sell a local pickup only item to me if my address is no where near the location (eg I'm in another state).  But I've tried purchases to today for items with shipping options too, and they failed to go through.

 

Why ebay?  Please tell me why you're doing this to me!!

I attempted my first purchase today on a item that was "local pickup only".  It was a known risk I was taking because I had communicated with the seller on shipping options (seller put "Message me about shipping options" in the item description).  This communication happened through ebay's messaging system.

 

After two hours of failed attempts, I went and updated my billing address on one of my credit cards to be my shipping address.  I then reattempted the above transaction to no avail.

 

I then attempted a purchase of an item that included shipping options.  Again to no avail.  Different sellers.
