while part of the changing CEOs is a sign that Ebay is stuck in the same problem Yahoo had of hiring new CEOs who did not know what they were doing and pushed bad changes which caused them to lose market share till they be came irrelevant to new companies like facebook and netflix and such. The big issue is the recent change or dropping of the neutrality law. While it mainly kept ISP's from slowing down the users speeds for sites like youtube or facebook that were in direct conflict with apps of their own. It also kept search engines sites from manipulating search engine results to favor those who paid them for better search results. While ebay is a site that links buyers with sellers it is still a giant search engine. While bottom line could be a cause for the shift in favoring drop shippers over sellers of used items. It could very well be the distributors have paid Ebay to manipulate the search results in their favor giving them a higher chance of their items selling. By burring the listings of sellers selling used items and creating policies to favor drop shippers you create a 2 front attach. Sellers lose money and quite selling on Ebay is a obvious effect. However it also changes the type of buyers coming to Ebay. If buyer cant find the items they want the go elsewhere. As the buyers leave the sellers selling used items sell less and leave then the remaining buyers are only looking for new items and the sellers that are left are the drop shippers selling the new items. It is underhanded and dishonest people have been complaining to support reps, in community, and on social media but no one at Ebay will listen, acknowledge problems, or provide solutions to what is happening it all points towards this is by design and will continue unless enough people stand up and fight back.

It is about numbers and volume, that is it plain and simple.
That is why some search's rise to the top, more sells.

eBay is not a "search engine site". The change in net neutrality laws has nothing to do with eBay's search results. eBay has flatly stated in the User Agreement, FOR YEARS, that they have the right to restrict search results as they see fit. And they've been doing it for years.
And since you also don't seem to have noticed, search engine sites have been giving preferential placement in exchange for cash FOR YEARS. You've never done a Google search?
