Ebay authorized a refund to a buyer after I informed them customer was already refunded.

A customer had a defect with an order, so he filed for a return through ebay. Ebay sent me the case and told me the steps to comply with buyer and what the deadline was before they step in. Refunded customer through paypal and not the ebay "refund button". Called ebay customer service and informed them I had settles the refund with the buyer within the time frame give, Customer service told me have the buyer contact them and let them know he received the refund and can close the case. Customer did as they asked. About  5 days after the deadline, I see another refund sent to customer by ebay. Tried sending the evidence to ebay customer service and when I tried submitting it, got a msg cannot send right now. Have been trying to reach someone since then to submit and now I can't get any contact email or customer service chat line!? Has anybody else had this dilemma? If so, how did it get resolved?!

You should always use ebay to process Returns and Cancellations.  However, for the Paypal refund, did you go to the buyer's payment, scroll down half way and clicked on ISSUE A REFUND?  If so, if you later file a Cancellation with ebay to refund the buyer, you will NOT be refunding twice.  If you used the Send Money option on Paypal, then ebay doesn't the the send money is connected to an ebay transaction, and therefore you would be refunding twice.

 

If the above is correct, contact your buyer, explain what happened, and see if they will send one of the payments back to you.

If you refunded the buyer through the original Pay Pal transaction, buyer shouldn't get another refund.
