Try deleting the app, rebooting your phone, then doing a fresh app install.
It sometimes fixes these notification issues.
I've seen several others reporting problems with eBay Live notifications, in particular.
If the reboot/reinstall does not work then shake your phone while the app is open to file a tech report.
