EBay’s “Buyer protection” program

True Ebay promises to intervene when a buyer has an issue receiving the correct item  or whatever other issues a buyer may have, however when a seller provides a tracking number and the tracking shows it is delivered but you were home the day FedEx says it was delivered to the front door of your home and you know for 100% certain they never delivered anything so you immediately contact the seller and get no response, then try again an no response then ask ebay to get involved and they take no more than a day to tell you “ebay will not refund your money due to seller providing a tracking number” and that’s there final decision. It makes me feel that ebay is not a safe site to buy from and regardless of the maximum or minimum cost of something ebay is not willing to make sure there buyers are safe or backed by them. I contacted FedEx tried to start an investigation about the package I never received and they explained to me that since there was no signature required they weren’t responsible for the non delivery of the package I needed to contact the company and see if they had some kind of deal worked out with them on items not delivered. After all this I go back and read the reviews on this seller and they have had over 12 different negative reviews of the seller not shipping items that show delivered and shipping to wrong addresses and shipping wrong items then not responding or resolving their complaints. It’s pretty obvious to me that this isn’t an isolated incident and ebay is still allowing them to rip their customers off and refuse to refund them because a tracking number was provided. I used to by almost everything off of eBay but after this issue I just really don’t feel that I can trust ebay to back anything sold on their site or even take the time to investigate and close a sellers account when they are clearing scamming people out of their money.
