I got a refund for an item I bought. It was 10 days past due, I got the refund promising I will pay when it arrives and 30 days later it did arrive. I am fine with that, that's not the problem, I want to pay the seller and leave a good review, I got the item.
My problem is the sheer difficulty. I can't reply to a seller-message to tell them I got it and to arrange pay/review, so then I request for seller information so I can send a message to tell them that I got it, to pay them, and then leave a review. Then I see that I didn't get the information but ebay has sent this seller MY information including email address and telephone number. I didn't need this random chinese seller to have my information. I thought I was getting theirs. Is it this confusing on purpose?

If an orderer was refunded on eBay then eBay has likely refunded the fees to the Seller. I don't know there's a way to bring the same refunded transaction back to life or not. In order to get the refund, did you file an "Item not received" claim with eBay or did you just send the seller a message?

You can get their email address from the Pay Pal transaction.
