When I click buy now I dont expect to have to do a challenge if Im already logged in. Happened on mobile and PC, and was logged into each at the time, no private/incognito browsing
this seems to be recent.

Gawd, this thing is really getting on my nerves. Create a listing? Captcha. Check feedback? Captcha. Buy it now? Captcha. Captcha. Captcha. It's buses and boats all day long.

I have had it happen on the way to my cart, then again when I clicked checkout......the absolute WRONG time to challenge a buyer is when we are trying to PAY! Another frequent instance is when trying to view one's OWN FEEDBACK profile. It gets pretty STUPID at times.

I don't think that most users are encountering that. I am certainly not.
Are you using a VPN or a hotspot? Privacy software like Ghostery or Disconnect?
Any of those can potentially cause verification issues.
If none of those things apply, your browser may be having issues saving or updating your eBay cookies. Blocking all cookies, blocking third party cookies, blocking scripts or using enhanced tracking protection might cause such issues. Try changing your settings or try another browser to see if you avoid Captcha issues that way. If another browser works better, try manually erasing your eBay cookies in the original browser once; that might help if the problem was with a blocked or corrupt cookie.

I received my first security challenge today in over 5 weeks. That was on my first login just after telling ebay how stupid I think the new summary page format now is since it is wider than a 21 inch monitor and in my opinion USELESS.
As far as cookies and such go: I browse incognito, use and ad blocker, allow only essential cookies from the host site only for current session only, and never allow tracking, customizing or 3rd party cookies and never have. Additionally EVERY time I log out, I close the browser and ALL cookies and browsing history are cleared every time I leave my internet connection to ensure that I am completely disconnected from ebay monitoring. This may be anywhere from once to 8 or more times daily for me. For at least 3 years, I cannot get away from ebay retaining my IP address and user name for many hours UNLESS I completely close and clear all the browser stuff. When I only logout from ebay and close that browser tab/window staying on other sites with my computer, after many hours, when going to ebay login, they absolutely remembered my IP address, my user name and all I have to then enter is my password to resume an active ebay session. Additionally, ebay tracks and remembers so well based on IP address alone, when anyone, I or a guest uses my computer to browse WITHOUT even being logged in, the viewed items ALWAYS end up in my "recenly viewed items" display. I always clear all on that as the very last thing I do on every logout. Ebay has not played by privacy rules for a long time now and captcha or no captcha they KNOW your computer by the IP address alone and have for a long time. Captchas are just harrassment.

I have not noticed issues with the Summary page, but some older browsers seem to have problems with the Watch List. Something to do with the category row at the top of the Watch List not wrapping correctly, causing the page to be much wider than it has to be, and requiring scrolling left and right to reach all the buttons or options on the page.
If that is the problem you are running into, you may be able to switch to a different browser to avoid the problem, or else use an ad blocker's element hiding tool to suppress that category row. That may fix the page width.
If you have AdBlock or Ad Block Plus, try adding the following rule to your custom rules:

Could be....when it happens, what is supposed to display as SUMMARY, which is my home page just becomes a super wide view of my WATCHLIST instead of the intended display. It then contains NONE of the other summary page content features no matter how far one scrolls horizontally, vertically or zooms the display to smaller sizes. Ebay most likely knows that they screwed it up since everytime it occurs they ask "how do you like the new SUMMARY page?" with an attendent survey page with Thumbs up and Thumbs down selections as well as a text box for replies. IT has ONLY been happening to me since the ebay THURSDAY night weekly programming orgy. I will just kill browser and relog so long as it remains a workaround. When it no longers works as intended I will quit ebay and use my computer to play solitaire. I am just tired of troubleshooting ebay's ineptitude and the constant canned answer from both ebay supportive community posters and ebay staff "clear cookies, cache and try another browser or computer to see". Host site improvements, enhancements and upgrades are not supposed to ever affect logged out users who are in bed asleep and never should it be that client/user's responsibility to troubleshoot for the host site. I am through with that response.....ebay can fail so far as I am concerned.

It's happens on different account and different browsers. And I think it happens because eBay punishes me for using ad blockers. And I am so not turning those off.

I use ad blockers.
If you think your ad blocker is causing problems on the sign-in or verification page, try disabling your ad blocker just on those individual pages, so you can continue to block ads on the rest of eBay.
