Counting monthly store limits

I have a basic store.  250 fixed rate listings and 250 auction style, since I am a managed pay seller. 

I have 220 fixed price listings; added 13 and sold 15 this month.  Ebay says I have used 241 of the 250 fixed price listings to date.  This is impossible (35 will still "roll over" this month).

Also no where near 250 auction limit.  Relisted 35 today and was charged per item.  

Have called 3 times (once for two hours) and they always say "Problem fixed" and it isn't. 

They called me (1 minute wait time and it took them 45 minutes to call me) and hung up after one ring.  2 hours later I got an email that "your phone number is not working".

The basic ("Starter") store level gets a total of 250 free insertions which can be used in either fixed price or auction format. Not 250 of each type.

There is a basic store between the starter store and Premium......looks like 250 auction, 350 fp.......all categories.......

Yes, but the seller said "basic" not "Basic" and the details of his situation are consistent with having a Starter Store subscription. And since he's in MP, if he had a Basic store he'd also get all those thousands of extra fixed price listings (his most recent listings are in categories that are among the "selected" ones).
