Counter offers won’t load if you’ve previously purchased from seller

See title basically. If you’ve previously purchased a listing, subsequently make a best offer on it to purchase another, the seller sends a counteroffer. You cannot respond to the counteroffer because the page instead loads with “purchase this item again?” Over the pending counteroffer

You may have reached your limit for how many offers you can make on that listing. You're limited to a maximum of 3 offers, on most listings, and it doesn't reset if you made offers before, on a multi-quantity listing.

Any difference if you try another browser or another browser mode?

Mobile browser (safari and Firefox) even when using desktop view and mobile app (iOS)

I was only able to respond the the counteroffer by using my laptop and an actual desktop browser
