Seller sent pkg. to another address, same zip code , which makes tracking appear as delivered. After intense follow-up with post office, they retrieved the pkg. and delivered to me. Big surprise, my expensive items were not sent!
Tried for 3 days to contact EBAY customer service, I keep getting Oops, technical error messages.

You don't have to contact eBay Customer Service, everything is automated. You now have your purchase (thanks to your hard work!), so open a Return request. Find the item in your Purchase History and press the big, blue 'Return this item' button. Cite "Doesn't match description and photos" as your reason for the request. If your seller hasn't sent you a refund or a return shipping label after 3 days, ask (through the case) for eBay to step in. You'll be made whole. 🙌

I got around this bug by using the App on my phone. I was able to report my item not received.

That is great. The scammer is going to get scam. Beautiful. You opened an item not described case. Now follow the prompts exactly. In about 3 days (or whatever the case says), you need to escalate (ask ebay to step in.) This will force the refund. Keep the junk around incase the seller does send a shipping label to return the box of junk. Once you get your refund, NEVER buy anything expensive here unless it's from a seller with lots of feedback and a long time on ebay. Let us know when you get your refund.
Once you get your refund, see if you can post a negative. Sometimes it's not possible but if the system lets you, post the following. " Scam seller sent the wrong item deliberately. Avoid."
Do NOt mention refund or ebay helped. Just the statement alone makes folks wonder if you got a refund and they most likely won't bid.

It seems there is some sort of glitch with the returns/refunds process because I have seen many posts regarding it.
Click this link Customer Service scroll down to Contact Us in the next page select BUYING, next Click Get Help with return/ refund. Click the automated assistant then type in agent. You’ll either have the option to request a call back or start a live chat.

That is not going to work if the tracking shows delivered!
You need to open a Not As Described claim.

How do you all know OP is not scamming. You may have just helped him steal from a seller.

You do have a valid point, since he mentioned that after several attempts he managed to have the PO retrieve package and deliver to him. Not sure, but I fail to see how the PO can retrieve a package that was delivered to the address on label, regardless of the seller trying to scam the buyer.
