Confirm and Pay button to buy label is gray out

I dont know why its been already the 4rd month that im doing it like that and It is a time consuming!

every time I want to buy labels in Bulk, the gray button of "confirm and pay" is graying out!

I can only do it if  I am paying tiwh my Paypal account

But I cant pay with my funds

It is making me really mad!

I called eBay, but as always, 0 help

I hope someone from here can Help me

Because you offer "free shipping" EBAY does NOT "hold back" money to cover cost of your labels.   When you go to print label you have "no available funds" and need to click PAY PAL to pay for labels.

WHAT? 

Ebay does not "hold back" a special amount for shipping. The label costs just come out of your available funds, assuming you have some to use.
