Combined Payments and Shipping Discounts Edit Tab Not Working

I've been trying to edit my Combined Payments and Shipping Discounts but the edit tab does not work. Just dead when I click on it.

Working fine for me in Firefox 31. What browser are you using? Have you tried a different browser? (like Firefox)
