Trying to end an item. It has me sign in again. Then it sends me to the Click to Verify... 

I do it.

Then I get this message (which we always get):

To display this page, Firefox must send information that will repeat any action (such as a search or order confirmation) that was performed earlier.

So I choose resend.

Back to Click to Verify...

Do you see the same behavior in other browsers, or just Firefox?

How about if you use a Firefox private browser window?

There is another thread about problems ending listings just below yours, but no other details there about what the problem is in that case.

Just curious, do you have Enhanced Tracking Protection enabled on ebay.com?

If so, try disabling it.

There should be a shield icon to the left of the browser address in Firefox, try clicking on it.

Enhanced Tracking Protection has caused issues with checkout previous to this point.
