No, it says "shipping not specified" and when I proceed to view in cart it says I can't pay because no shipping to my location.
The seller has not provided a shipping method that can reach your shipping location. You can contact the seller to ask if the seller is willing to provide shipping for you, or else find another seller that provides shipping to you.
