Ebay support has no clue, needs to transfer me to another department, on hold for more than one hour.  Utter waste of time.

You just created your account. Have you linked a PayPal account with a valid payment method?

I had the same issue yesterday.  Spoke with customer support multiple times... wasn't until 3rd or 4th time that one of them acknowledged the fact that eBay is NOT infallible and that there may very well be a glitch on the site.  Everyone else I spoke to swore that eBay couldn't possibly be the problem and that the problem must be with my bank... hmmm... I tried 3 different credit cards from 3 different banks all with the same result... but no way eBay could be the problem, right?  I even spoke with one idiot who told me that eBay doesn't have a credit card processor for direct check out and that its done through my bank... I just hung up on her after that... I mean seriously... u can't fix stupid 🤪

Yep tried fresh install of Firefox, then also Edge (which I have never used) and Chrome incognito - all same.

 

Requested a call from them again - truly horrible support.  Paypal doesnt even have a phone number to call.  Why ebay chooses to partner with paypal is beyond me.

Now they tell me 2 of the 5 sellers I have bid on stuff from have a problem with their seller accounts and cant accept payments - seems really suspicious - what are the odds?  Anyway the other three sellers apparently use "managed payments" and that is a different department , so now I sit on hold for 25 minutes (still waiting).
