I have the same issue. Instead of printing a shipping label from Ebay, print it from Paypal. Go to your Paypal Summary, click on the transaction, then click "print a shipping label". Your shipping discount will be the same as it is on Ebay.

I had the same problem, specifically with an eBay Standard International delivery to China. The rep walked me through it live and the same thing came up. It worked if I put in "Express Priority Mail International" (a USPS option in the eBay app). This cost me $43 more than the customer paid and eBay said they would pay the difference (I got the credit to my account a day later).

That did not work - the PayPal price was $4.00 more for shipping, even though the discount was the same.

Update: The reason I could not print IS the eBay postage company Pitney Bowes changed the USPS option & price to ship (more expensive, almost double), even though the buyer also selected the lower-cost/first-class option?
Windows 10/Firefox, which I normally print from, did not show or post the error message, Android did. I had to eat the higher shipping cost. . . . .

I had added insurance to my package. When I unchecked that, which means I shipped it without insurance, it printed just fine. I have no idea how that was a problem, but that did get it work for me.
