After reading through the menusha of complaints and replies I finally figured it out. One person replied if she just kept picking around with her mouse eventually it happened.
So I went back and tried that, then realized that she was actually right - in a weird way.
It is that the process in eBay takes so long to catch up, if you just wait a minute (yes a FULL minute but this is the new generation...minutes are money) your reply section works.
If eBay would clean up the plethora of unused space (pages and pages and pages of blank white empty space in item descriptions) they wouldn't need a server farm the size of Europe to handle actual data. Perhaps it would run a little smoother as well.
