Hello. I am hoping someone at eBay can help with an issue on my account. I am unable to remove Payoneer as my main payout method on my account and it is preventing me from doing any selling. I also cannot receive a payout from a sale that was previously completed.
This all stems from an issue where my account was hacked and the location was changed to China years ago. I have since gotten the location changed back to the US but Payoneer remains tied to my seller's account. If I try to go to my seller's profile or list any item, I get an error saying that Payoneer needs to verify my account despite the fact that it has been verified for months.
I have spent about 15-20 hours on the phone with various customer support reps at this point. Payoneer technical leads suggested that the issue stems from eBay and the people I've spoken to at eBay agree. Can someone please look into this issue for me?

Hey @thatguy142! I'm glad you were able to get the country updated as that is not the norm. Perhaps it had something to do with the fact that your account had been accessed by a third party. As for the Payoneer concern, I've flagged the matter with the applicable team for further review. While I can't guarantee a fix, I can guarantee that I've looped in the right people and I hope it's something they can assist you with from here.

How did you get a payoneer account attached to your eBay account in the first place? Did that happen when your account was hacked? They only way that a Payoneer account can be attached is if your account gets registered for managed payments while the registered address is in a country that uses Payoneer to receive the payments.
Unfortunately, as far as I know, once you have started to sign up for managed payments with a particular country, that creates a managed payment account which is restricted to that country and it can't be changed. eBay employees here in the community have confirmed this. They have said that the only way to be able to sell in a different country is to create a new eBay account, with a registered address in the correct country, and use that instead.
You can try contacting eBay customer service through Facebook or Twitter, and ask if this situation has changed recently. If you find a way to change this, please let us know.

I see that you were already advised about this by an eBay Blue, Velvet, last month.
Unfortunately, from what was posted then, you had already tried to, or started to, sign up for managed payments with your registered address in China. Once you do that, you can't change to a different country. I think that you would probably have been able to sign up for managed payments as a US-based seller, if you had changed your registered address first.
