Can not change Personal info (Country Region) Can not change "Managed Payments" info

Trying to reach technical dept.
I am 20+ years customer. Trying to sell on ebay and this is most ridiculous technical problem i have ever seen. Seriously.
After ebay switched to "Managed Payments" payout to bank account, I logged in and.....
1. system asked me to go through verification process for "Managed Payments".
I Provided my bank account info in Spain.( I am located in Spain now). Provided my phone number in Spain. It accepted it and now i have this Account Id: E7650*****_EUR (in Euros).
According to Ebay "Managed Payments" payout-money will go to Bank account in Spain. All set..WOW!!
Well, not so fast- Now this created HUGE PROBLEM!!!!....
When I go to: "Personal info----"Owner Name", address-
I CAN NOT CHANGE COUNTRY OR REGION (IT STAYS GRAY!!!)
SO it does not make any sense on tech part:
One part-Ebay "Managed Payments" approves me in Spain
But ebay Personal info page- I can not change it to Spain.
And neither one can be changed back!!!
It is one time process that according to ebay can not be changed!!!
Why did the "Managed Payments" let me register in Spain in the first place if i can not change Country or Region in personal info??
IF i can not change Country or Region in personal info from USA to Spain. Managed Payments should not let me ad bank account in Spain....(but it did!!)
Now it say under personal info: If we're unable to verify the updates you make, your payouts may be held. (in other words you will not release my funds!!!)

2. Now, OK, i can not change the Country or Region from USA to Spain....
Well, let me change info in "Managed Payments" back to USA...(i also have US bank account, USA address, Phone number in USA). I live 6 months in Spain and 6 months in USA (both residences).
BUT!!!!- it is not possible to do either change.
Once you register Spain bank account and go through verification process through "Managed Payments" its also done once and its not possible to change to anything else.
In my seller Account: Seller ID: I have E7650***USD but when i press "show details"-it show "account state-pending"
I can not switch or ad USA bank account.
And In "Payments" section:
I get red msg: Your registration address country must match your payout currency type (Ok, I agree with this statement-but i can not change it in neither place!!!)
So, please.
1. Change my Country or Region to -Spain. I can not do it on my end. (so i can ad my spanish address start selling and get paid to Spanish bank account)
OR
2. Change Managed Payments to USD (activate "account state from pending to "active"). So i can ad my USA bank account.
As it looks like your "managed payment" and "personal info"- two systems that dont work with each other.
I am 20+ years customer and to say "just create new account" so I loose my feedback, which is hard thing to build) is not the solution to this problem...
It is much easier for your tech dept. to look into it and help me:
just change my Country or Region or let me set up Managed payments again.
