Buying with giftcards

My giftcard code says I can't buy a item from another country but the item ships from USA.

Not enough details; however, if you are in Georgia (as in Eastern Europe), you need to know that eBay gift cards can only be used in the UK and the USA.  Again, you are in Georgia.
