Buyer's requirements

What requirements?  I have not encountered this before now.

Please provide some insight on this

Have you ever done a transaction with the seller? 
Have you ever asked a question about an item that the seller had listed? 

I wonder if the message is what's now shown if a buyer is on a seller's BBL. (This would be a change to the previous message telling buyers "Oops! Something went wrong. Please try again later.")

It could be as little as 2 unpaid item strikes in the past year.

The sellers have a filter for blocks in their Block Bidders page in Seller Hub.

We are not eBay employees so do not know how the sellers is setup at their end. Other then make wild guesses of the whys and wherefores which is all we could do, you will need to find a different seller.
