Buyer offers requiring immediate payment is not working correctly.

I have noticed a large increase in buyer offers that are coming in with no prepayment and giving the buyer 4 days to pay. I have require immediate payment turned on in my store but have noticed in the last 2 weeks a large increase in buyers submitting offers with no prepayment. After talking to a few other sellers they are experience this same problem or glitch. What steps can be done to prevent this or look into this issue?

Are these offers you have made? Or counter-offers to offers? I am not certain if those requirements necessarily apply to counter-offers.

Have you verified that the correct box is checked on your Buyer Requirements page, and that the requirement has been applied to all your current listings?

From time to time eBay changes the format of a page, and that can affect the actual current settings, which may need to be changed and reapplied.
