Buyer from NJ is getting error message stating my item in TX is not allowed for purchase in his area. It is a scientific

I am also in NJ and I am able to add it to my cart - it shows $35 shipping.  The buy it now button is also enabled.  Perhaps the inability to purchase is something unique to that buyer.  (Of course I did not take the next steps to actually try to buy it.)
