When choosing the bulk item discount % on the 3rd drop down box when you choose the - option meaning you choose not to discount that deep it defaults back to 20%....which I have no intention of using and if it were not proof checking after it goes live ebay would be offering the 20% not the seller. So it has to revised a couple times to make it work....for sellers who assume it is being listed as you chose, they are going to get a rude awakening when a buyer buys at the 20% level that the seller did NOT offer. This continues to happen and leads one to believe along with the rest of the issues of an unstable platform
