I am having the same problem, I looked through several help screens which generally say "eBay doesn't have technical issues, users do". I have used this feature several hundred times this year so I am fairly certain its not user error.
Generally this would not be aggravating but, if you are watching your metrics, entering the same tracking number for combined listings is not possible, all you can do is mark them shipped which is not the same as "shipped and validated".

I am also getting that same message today when trying to bulk ship and combine 2 items. Very frustrating.

I sent a message to ebay through facebook regarding this issue and they replied today that they have had a few reports of this but haven't been able to confirm. I provided the info they requested. If you are also having this issue, please contact them so that they can confirm the issue, figure it out and get it resolved. Thanks!

Not working on my ebay store shipping tool as well, cannot combine shipping when buying shipping labels from bulk screen. **bleep**.

Happening to us as well (as of 8/27/19). Seems like they haven't completely fixed the problem yet.

I also had the same problem. A customer bought 4 different items and paid separately for each item. When I attempted to combine these orders for shipping I received the message about not being able to find a delivery service. So I ended up printing a label for just one of the items, but indicated the weight for all of the items. I was then able to pull up each of the other orders individually and add the same tracking number. It was time-consuming, but it worked.
