Bug for sending offers to watchers.

When entering the offer price to send to watchers of items, there is a huge bug. The webpage says the price has to be at least 5% less, however any price over $1 is rejected and I am unable to send the offer.

The same issue has occurred on the 4 items of mine that have the "Send offer" feature.

I called eBay support and they basically said they had no idea what was going on and would send a message to someone about it, but it has been over a month and the problem still exists.

Do others have this issue?

It would appear so.

Where is that functionality? How could I try to recreate the issue? Is it something that appears in Seller Hub, or is it a random thing via email, eBay message, or popup from eBay for some items?

I did see something from 4 months ago about it being available on My eBay Overview page, but was only offered to some sellers, and in any case, I have no listings with BO and watchers which I understand is the requirement.

I did watch one of my items with BO using another account, and waited a while, but nothing. Either I'm not included in the "send watchers a BO" trial, it takes a while for a watcher to register with the algorithm and I didn't wait long enough, or I'm not looking in the right place to find the Best Offer feature you are talking about. (I have no ToDo section on my My eBay Overview page)
