Bad Request

I have searched the community for how to fix this and have come up with no answers. I was writing a listing on my desktop computer, went to hit submit and got this: "Bad Request Please Contact Your Administrator with the Error Code". I can access Ebay from my phone and that's it. Why does it do this and how can I fix it. Thanks for any help.

After hitting "Submit" on a a listing form I got the notification, "Bad Request. Pleases contact your administrator with the Error Code".  I have searched on here looking for a solution, but nothing has worked. I have posted in the Technical Support forum and have received no response. I slept on it hoping it would go away this morning, but it didn't. I can get to Ebay on my phone but not the PC. I am using Chrome. I have:
*restarted the computer, twice
*spent an hour searching here and Google for answers
*cleared my cookies
*deleted the draft of the item I was listing (from my phone)

I'm trying to avoid calling them if I can figure it out here first. And I'm avoiding the FB groups as well because most of those people can be quite rude. People are friendly here. 

FYI: I'm not a computer wiz so please keep it simple! LOL! Thank you for any help.

You might want to switch browsers and see if that works out for you.  Not a computer whiz either just an idea that I believe has worked in the past.
