[BUG?] Listings not displaying promotion banner & "watchers"

I've noticed the past couple days the "promotion banner" (I'm not sure if there's a proper term for it) is no longer displaying on the top of listings (the one that reads "Buy one and get one at x% off". 

Additionally, "Watchers" (and the number) also does not seem to be displaying in listings.

Most offshore CS representatives don't know what they are doing? They are not even sure about their policies, and everyone tells you different policies. If you bother them often, they will use their power to find problems on your yourlisting and impose restrictions on you.

the only problem with telling buyers where the banner is (bottom)
they scroll by all the promos that ebay has from other sellers first.

ebay is blocking auctions to buyers something fishy going on cant put my finger on it , but how is there one person only in a ten day auction  views a auction somethings up even if you use the wrong category to list a item, if some one is looking for a specific item it still should come up in results im tired of giving these people free money , and they are suppose to be a company , not politions , but that's the way it is
