I've been having this issue with the android app since I switched to android phone last year. Whenever I hit the add tracking button, it only gives me the option to manually enter a tracking number and the 'scan' button is not there. I have to hit 'add another tracking number' to get the 'scan' button back and then delete the first tracking section or else it won't save the scanned tracking number. The app is also EXTREMELY slow to actually scan a label barcode, I never had any of these issues on IOS. I'm using a pixel 7 on the latest android firmware but this issue has been going on for months. Usability on the android app is horrible.

Make sure you have the latest version of the eBay app, I believe it is 6.111.0.3.
Or else try uninstalling the eBay app, restarting your device and then installing the latest version again. The restart in between should ensure a clean install, if there was a problem with the previous installation.
You might have better results adding tracking using a browser rather than the app.
