Accepting counter offer from the seller

I received a counter offer from the seller on ebay motors.  When I click the Accept Offer button I keep receiving the following error

"There is an issue processing your request."

Does the seller ship to your destination country?  If not, it would not go through.  Could the item already have been sold (to someone using the Buy It Now at full price) between the time of your seller's response to you?
