I am tired of getting notifications on my phone for items I have looked at. I am a seller, so I am ALWAYS looking at items. If I have not added it to my watch list, I do no want notifications about these items. When I see an ebay notification on my phone, I want it to be a sale, not info on an item I looked at.
For TWO weeks now, when I go to my settings: notifications, I get an error, "something went wrong" and all notifications are checked, but grayed out, so I cannot uncheck them. I have never had them all checked, but they somehow all checked themselves and are not able to be edited at all.
HELP!

Try disabling and then re-enabling push notifications in the eBay app using the toggle. When I encountered grayed out notification options, doing that restored them for me.
If that does not work, try uninstalling the eBay app, restarting your device, then installing the latest version of the eBay app once more.
You can disable "offers to buyers" using a desktop browser in your communication preferences for all but sponsored listings, but you cannot pick and choose which offers you receive; it is all or nothing.
Another possibility is to use an entirely different eBay account for research purposes, possibly using a browser. Then reserve the app exclusively for your selling account so you can continue to receive all your selling notifications.

Toggles are disabled on my app. I can't access the notifications at all. I had all "buying" notifications turned off, but now they are all on and I can't edit anything on the notification page. Uninstalling and reinstalling the app didn't work.
Am I the only one having this issue?

If you scroll down the Settings: Notifications screen, the "All push notifications" toggle is not working?
Uninstalling and reinstalling the app didn't work.
Did you restart your device in between? That should ensure a clean install.
