ADD CUSTOM ITEM SPECIFICS Grayed Out-Can't Add???

started today when I go to add CUSTOM ITEM SPECIFICS to a NEW LISTING and While making a REVISION The radio button is grayed out and not working? Is this a GLITCH or Working as Intended????
