First, forgive me if this posting is misplaced category wise.
I did not find a more suitable category from the ones offered.
In that context eBay often does not give enough applicable options when giving a choice, e.g. when sellers have to offer a reason for cancelling an order. Then penalizes them for "inappropriate reason specified" and then refuses to point the individual transaction that prompted then penalty and says "call us when cancelling" and when you call them for cancelling they tell you "oh, use that and that reason because there is no one like your actual reason in the list, so use this one instead, no matter it is not the right one."
But that's not what I wanted to post about, sorry 😕
This is a case about restoring the ability for sellers to leave feedback for buyers, which used to be there, but was removed a while back. I am sure it was removed after careful consideration and so on and so forth.
Yet today we have a customer who says they received empty envelope with no product in it.
It is possible they may be right. It is possible they may be lying.
The case for them lying has strong logical backing - they get a freebie by either getting the money back or another item.
Can a buyer do that at will?
Under the current eBay system yes, they can.
Can sellers prevent it in any way?
Not at all. Even if there was video proof of the packaging the item eBay rules do not allow accepting it as a proof.
Can the seller start a case on eBay? Yes they can. They'll likely lose it.
So a customer feedback for sellers serves as an easy, low-cost feedback system that, while not solving the issue of that happening occasionally, would surely help prevent happening it repeatedly under the same account.
So it would increase the seller protection level.

Feed back changes for buyer is not going to change: Can not leave a neg for a buyer....

Actually I think I have to apologize...being slow today, I guess.
I had completely forgotten that we, in fact, can leave feedback for the buyer.
It's automated and it's been such a long time I even thought about it.
It doesn't need to be negative, really - for the sake of the described goal any will do as long as I have the ability to scan through them for the same issue.
So the whole initial post is somewhat pointless given there are means left to leave feedback.

No need for appology: when this was done; it was fought and the users ignored as it is today;
One has to be very careful of wording a positive that relates to problems with a buyer..
Easily removed and the seller can get into trouble if not...
Now on this issue; check the feedback left for others with you buyers: some times this shows trouble.
