Had 9 fixed price listings roll over yesterday afternoon, and promotional offers counter has not decremented to indicate any of the free 50 were used (still sitting at 50 available.)
There were no other promos in effect (and I checked the history views of those too). It's been 20 hours. I have 3 more rolling over in about 12 hours. Will be interested to see it it shakes loose.
If this affects anyone else I can already see the (rightfully so) howls that will ensue. I'm a micro seller, and haven't used any of this month's free 50 yet (there were earlier promos), so easy for me to keep track of my count, but others will be caught off guard. tyler@ebay
Same in Seller Hub overview and My eBay All Selling view, in multtiple Firefox browsers (3.624, 31, and 52), same in fresh instance with clear cookies and cache, in Opera 36, and on my phone in Opera Mini browser - it isn't a browser issue. (nor would I expect this type of problem to be - more of a backend database issue)
Noticed a couple of weeks ago that it took a few hours for the listing Promo counters to update after GTC rollovers also. (but updated normally when manually listing or relisting)
(I've actually run into an eBay bug that affects me. Who'd a thunk it?)

I assume you can look at the specifics of the item relists and see where they were "billed"?

don't know what special tools you may have available, but this little bookmarklet comes in handy for dealing with raw item numbers in forum posts, or anywhere* in the browser where they can be selected/highlighted such as emails, etc:

*does not work in eBay messages, or eBay forum post or PM editor fields - no selection text is detected (haven't figured out why but have some suspicions), but not too concerned since it's mostly a tool for easier listing inspection in community forum post contexts. While I was dinking around composing this post, 3 (of 9 used) free listings have been deducted from the 50. There is a serious lag going on here - almost 24 hours and not all have shown up.

This is happening to me too.
ABSOLUTELY RIDICULOUS AND FRUSTRATING.
All of the GTC shenanigans going on, and on top of them I now have to deal with a count that doesn't update until DAYS later.
I not only have to keep an eye on when things are ending/renewing, but also on when/if the renewed items deduct from my free total.
INEXECSABLE, eBay. FIX THIS!

If eBay fixes the problem then they won't make as much money from the sellers who are not paying attention to their listing apparently that was what the GTC (got ya fee) was all about.
