Can you sign in to your account using the eBay app, and then update your phone number?
If not, use a browser to sign in. On the page where you are prompted to enter your eBay password, use the "Need help signing in?" link. See if you can sign in using any of the options provided, or else choose the "contact" link on the reset page to get in touch with eBay and update your contact information.
