Sandbox CreateFulfillmentPolicy Unable to use, Appear 500 Internal Server Error

I'm on the API Explorer, use the Sandbox environment of createFulfillmentPolicy

url:https://api.sandbox.ebay.com/sell/account/v1/fulfillment_policy

Using BASic-Worldwide or Basic parameters will not work.

The server responds to both. There was a problem with an eBay internal system or process. Contact eBay developer support for assistance.
