Since you are a new member who will be limited to only being able to list 5 items at a time for now. I would wait until you have made a few sales and can list more items at once before starting to use Promoted Listings.  You want to do that to make sure the chinese suppliers you will be using, actually have the items you want to list in stock, and ship promptly.  You may also want to read the information about ebay's payment hold in he link below, so you are not surprised by it.
