Purpose of these Lusterware "Bowls" with lids. Rice Bowls?

I'm not able to find anything similar. No marks. 2 3/4" tall, without the lid x 4 1/2" rim diameter. Not sure if the decorations are painted or transfers. Any thoughts on age and purpose appreciated. Thank you.
