Resolved! Carnival glass vase - help please

ID Porcelain Mark

Hi - I can't find this mark in my Kovel's books or online. The boat on the cup is from the Netherlands so I'm thinking it could be from Holland? It is a cup measuring about 3 inches tall. Any help would be great!
