World travelers, help id "postcard" image on c. 1900 Japanese Moriage pitcher?

I picked up this fun little creamer.  Japanese porcelain, moriage decor with a post card decal / transfer image.  Anybody recognize the location?

Maybe a World's Fair souvenir from the 1890-1915 period? Seeing lots of flags on the roof line. The tall central tower is sometimes referred to as a campanile. Just some ideas.

At first I thought maybe the St. Mark's bell tower in Venice, but it doesn't look quite right.
