Puzzling engraved glass vase help needed

I am not having any luck in my research on this vase, so I am hoping someone here can shed some light. It is heavy crystal about 10" tall and 7" in diameter.  Bottom appears molded with the engraved scene and design.  My first  thoughts were Bohemian until I found the signature Pottier-France.  The only glass I can find with this signature are enameled pieces from the late 1800's.  Your thoughts or suggestions would be greatly appreciated. Thank you.

Did they put an s on the end of France, or do you think it's a decorative squiggle?

My guess is decorative, however I have researched both France and Frances without any luck.
