two write-offs for one item

I'd like to write to paypal, but I don't know how to do that. I have two debits for the same item and I didn't have enough money for the second debit so I was charged and my order was not processed.
I have two transactions in my bank and none in paypal. I have had several people email me saying they are experiencing the same thing.

The last time I had to phone Paypal, they still had good helpful phone reps. Info is on their site. But first I would try their help pages, search something like "double charge transaction". I had this happen with my PP debit card locally in a store (not ebay) and resolved it online. In fact they re-credited both charges.
